Kuwait's top five cities fail to follow the rank-size rule at all. The top two Kuwaiti cities are very close in population while the remaining cities are roughly a half the population of one the two largest cities. None of the estimates are within 100,000 of the actual and the highest difference is at over 300,000, which with populations each below 1,000,000 these differences between the estimates are quite large. Thus, Kuwait does not follow the Rank-Size Rule.
